Biography:
Ms. Hawkins began her social work career
as a volunteer with Head Start as the Bedford
Stuyvesant Area Representative to the New York
City Head Start Policy Council. She initiated
new methods of getting parents to contribute
time and service on both the neighborhood and
city level. She also reviewed contracts with
outside agencies and approved personnel changes
as per Head Start’s federal mandate.
Most
recently serving the Administration for Children’s
Services as ACS/Department of Education Liaison.
In this role she helped strengthen our working
relationships with the Department of Education
and local contract agencies. She has served
as ACS’ Finance Deputy Director for Claiming
and Financial Compliance where she wrote the
narrative for ACS’ first federal cost
allocation plan and as Child Protective Manager
for Administration for the Brooklyn and Linden
offices where she became the first manager to
“float” between two field offices
and as Supervisor to the High Risk/ Hospital
Unit during the crack epidemic of the ‘80’s
and 90’s.
She
has used her expertise and experience in countless
invaluable ways to support the work of the agency.
In the past two decades she has worked at Children’s
Services, Ms. Hawkins held positions in front-line
casework, supervisory and managerial functions.
She has worked on the development and implementation
of a number of ACS initiatives aimed at accountability
in case-practice improvement in child welfare
areas such as child protective services, High
Risk/ Hospital units, development of the Family
Preservation Program, an intensive six week
intervention program for families at risk for
removals as well as developing local administrative
tracking aids for local ACS administration.
For the past 10 years, she has served as part
of the Brooklyn Field Office, Division for Child
Protection administrative team to develop methods
of quantifying casework and projecting future
needs.
Ms. Hawkins holds a Master’s Degree in
Social Work Administration, a Post Graduate
Management Program Certificate and is a Licensed
Master Social Worker. She is currently pursuing
a PhD in Public Policy and Administration at
Walden University.
