Biography:
Colonel John Boggs, U.S. Marine Corps (retired), is the Chief Executive Officer of Elegua Consulting, Inc. Elegua Consulting is a company whose mission is to provide strategic communication, capacity building, and strategic consulting to leaders of developing countries. Elegua focuses its efforts in the area of internal security and on quality of life issues that are critical to building a peaceful society. He is also the owner of Boggs Group, Inc. Boggs Group is a leadership consulting company that works to develop strategic and operational leaders.
Colonel Boggs retired from the Marine Corps with over 30 years of active service. He has provided executive leadership and strategy for large, complex organizations and operations throughout his career. He has commanded Marine units at every level of his career and served in numerous key staff positions including the positions of Senior Marine Readiness Analyst for the Secretary of Defense, Dean of Faculty and Academic Programs at the Industrial College of the Armed Forces, and the Chief of Staff of the National Defense University, the largest Defense University System in the world. Particularly noteworthy, Colonel Boggs is the first African American Marine Officer to be selected to serve as a Military Fellow at the prestigious Council on Foreign Relations in New York City, the world s foremost think tank on foreign policy; he was one of only three military officers selected in 2003.
Colonel Boggs was the first Marine officer to serve as the National President of the National Naval Officers Association (NNOA). The National Naval Officers Association is an organization chartered by the Department of the Navy to support the sea services, Navy, Marine Corps and Coast Guard, in the development of a diverse officer corps. NNOA works to accomplish this task through recruitment, retention, and career development of minority officers. He also served on the Volunteer Board of Directors for the Navy Federal Credit Union and currently sits as a board member of the District Alliance for Safe Housing, an organization that provides shelter for women who have been victims of domestic violence.
He has taught and lectured on numerous National Security issues that include National Military Strategy, Regional Security of the United States, the future of African Americans in the 21st Century Military, and Leadership, strategic level leadership to leadership at the tactical level. He is one of the few repeat speakers at New York City s Intrepid Museum Power of One Program. Power of One is Intrepid's eminent speaker series in which prominent members of the community speak to students about their life experiences and how they have used them to reach success, or sometimes to simply survive under extremely challenging circumstances.
Colonel Boggs holds a Master s Degree in National Security Strategy from the National War College, a Master s Degree in Management from Webster University and a Bachelor s Degree from the State University of New York, Maritime College.
